At some point, development should be taking over -- but, I get numbers and kids want to play --

Yes, each year is unique and college football is so different in 2023 - 24. Portal players and NIL factor into a Coaches, teams, players mindset. Hopefully this is the last transfer QB for the next few years, but if multiple QB's decide to transfer (Buchner & Pyne) then you are stuck. Continue to work with the QB's you have recruited and when they are ready, you go with them (Minchey, Carr, or Knight).
With getting Leonard for one year, I have a feeling that one of Angeli or Minchey might end up leaving, then you are left with only 2-3 scholarship QB's. I hope they all stay, learn in practice and compete, and they are only 1 play away from being the QB.

With the way the QB room was, we needed to take a transfer the last 2 years. Freeman and staff know how to recruit. I don’t see many transfer QB’s in the future starting with Carr/Knight.

If the current recruited QB's decided to bail then it's a real problem.

Thus portal thing isn't that old yet but there will be times coming along when a program ignores their very own recruited QB's by using the star trek portal...
Those recruited QB's leave and God forbid an injury happens.

The backup is one injured play away from playing alright ....
They're also one phone call away from transferring.

The old regime didn't do a good job of getting an elite QB.

The new regime...we shall see..
but this quick trigger pull of getting a QB from the portal instead of growing your own is not a good look for recruiting that elite QB.

When the QBs in your room are better than the QBs in the portal, you don’t have to take a QB. When they are not? You take a QB. There are better QBs in the portal than Angelli, Minchey and Carr.
