Meaning, OSU beats PSU, PSU beats UM, UM beats OSU. What is the tie breaker?

I tried reading the rules for this scenario, seems convoluted to me. I think it might go to a draw. You’d think they’d go to highest ranked win against Non-Conference opponent.
