Rice had a better arm and was more accurate.
I am too young to recall Rice. But based on highlights I've watched, he offered more bombs/longer completions for his completions than Leonard did. Part of that is because it was easier to get WRs open as the defense often sold out to stop the run.

Tony Rice coached by Lou Holtz navigated an offense that was in a word prolific, against schedules that were relatively insane.
