The NATO countries do not "owe" any money to NATO or to the USA. The agreement was for each nation to allocate 2% of GDP to building up their NATO forces by 2024,they do not contribute to a central pool of money or pay anything to any other NATO country.

Very highly regarded and often praised for the level of care provided at roughly half the expense of ours, but a construct that simply would never be accepted by the Medical profession here in the US. That said, it is one complicated welfare based system of negotiated quarterly budgets that results in Doctors making considerably less than their American counterparts and increasingly working for free the last two or three weeks of each qtr. The system is funded by 14% tax on income, and increasingly underfunded as the population ages, one of the practical reasons behind Merkel's seemingly humanitarian refugee stance. She is in no position to lecture us on immigration.
