Some paper reported it as fact, before the first game of the season...cited the ND policy of forfeiting 33% of the season for a second offense...stating that he would be suspended for the first four games. Kelly and the Administration would not and will confirm or deny. Here after sitting four games, he is going to play. Seems pretty clear.
