Who do you think made the decision to put Buchner in for play in the 3rd quarter when Pyne was moving the team?

I was re-watching the Cincy game and it still pisses me off that they brought in Buchner for a play when they already had a mobile QB in the game. Do you think it was Kelly or Tommy Rees or a joint decision?
