In essence, players like Xavier Watts, who enrolled in 2020, don't have to declare for the NFL by the early entry date, which is Friday for Notre Dame and Ohio State players. He's automatically eligible for the draft, but if he wanted to opt-out of the draft, he has to do so by Feb. 7.
Guys like Morrison have to do so by Friday.
