NCAA proposals: changes to countable coaches, FBS recruiting calendars, transfer portal windows

The NCAA announced Tuesday some proposals approved by the Division I Council. The decisions aren't final until the meeting ends Wednesday.

The highlights:

• Any FBS staff member can provide technical and tactial instruction to players. The change would be effective immediately. That means roles such as analysts can do on-field coaching, which they were previously prohibited from doing.

• The FBS recruiting calendar will make the following changes, which in part will help reflect the move of the early signing period in December to the first week: Extending the Jully dead period for the full 31 days, adding a December quiet period so in-person recruiting is limited to college campuses, exxtending the January contact period and adding a quiet period day before the AFCA convention.

• Basketball and baseball programs will not be limited in the number of official visits they can host. Recruits are still limited to one per school, unless there's a head coaching change.

• Cannabinoids will be removed from the banned drug class for championships and postseason participation in football, effective immediately.

The D-I Council also voted to introduce proposals to change the transfer portal windows for undergraduate students in basketball and football from a total of 45 days to 30 days.

"The majority of student-athletes enter the portal within the first four weeks of the window opening, according to data gathered over the first two years with transfer windows. For men's and women's basketball in 2023, 73% of undergraduate student-athletes on scholarship who transferred were entered into the portal during the first four weeks. That percentage increased to 82% in 2024 for men's basketball and 86% for women's basketball."

A recommendation to finalize transfer portal dates will come by October in time to vote on the proposals that month.
