A&M is a long ways from becoming THE program in Texas. They made a surprisingly successful transition to the SEC that coincided with UT being down. That boost won't last forever though. UT will bounce back at some point.
In Florida, it is rare for Miami, U of F and FSU to all be elite at the same time. The same is true in Texas. UT, A&M and TCU will push each other for dominance on the field and in recruiting.
I disagree. 1) Miami killed its own program by failing to build an oncampus or near campus football field and instead expecting the lazy South Florida fans to follow then almost an hour and a half North of campus which coincided with 2) the failure to secure a decent football coach in a couple of tries after a string of great ones and 3) the rise of several small programs in Florida to FBS level. So I don't think Miami will ever be a real factor again.
But "back in the day", there were always at least two in a semi rotation if not all 3 at the top of the polls.
In 87 it was Miami 1, FSU 2 and UF UR
In 88 it was Miami 2, FSU 3 and UF UR
In 89 it was Miami 1, FSU 3 and UF UR
In 90 it was Miami 3, FSU 4 and UF 13.
In 91 it was Miami 1, FSU 4 and UF 7
In 92 it was FSU 2, Miami 3 and UF 10.
In 93 it was FSU 1, UF 5 and Miami 15.
In 94 it was FSU 4, Miami 6 and UF 7.
In 95 it was UF 2, FSU 4 and Miami 20.
In 96 it was UF 1, FSU 3, and Miami 14.
In 97 it was FSU 3, UF 4 and Miami UR
In 98 it was FSU 3, UF 6 and Miami 21.
In 99 it was FSU 1, UF 12 and Miami 16
In 00 it was Miami 2, FSU 5 and UF 10.
In 01 it was Miami 1, UF 3 and FSU 15.
01 was the start of FSU's "lost decade" where we kept with aged and indifferent coaches mixed with nepotistic young coaches who were not worthy of their positions. So that ended FSUs reign until new quality coaches could be hired. While I was sad to see Bobby go, it was significantly overdue. Florida got some undeserved MNCs as a result of FSU and Miami's coincided troubles.
So over a 15 year period, there were 12 years where two of the top five teams in the country were from Florida. There were four years where three of the top 10 were from Florida, there were eight years where three of the top 15 were from Florida and ten years where all three were in the top 20.
