I think the argument was the NCAA rules require a transfer to sit a year IF they were recruited and on a football scholarship, etc... and since the academies don't offer athletic scholarships, the rule doesn't apply. Kelly suggests they have additional info that they believe should be presented to the NCAA, thus the talk of a potential appeal. I can't imagine what that could be unless it relates to some personal hardship that necessitated he leave The Academy.
He attended the Naval Academy prep school as I recall. Don't know why this would impact this issue one way or the other.Did he sit a year before playing for Navy? I don't think you get to double dip.
