TAMPERING CHARGE BE LEVIED AGAINST A COACH/SCHOOL WHEN IT COMES TO THE TRANSFER PORTAL ?
 
Is the NCAA involved with this?
Who regulates this?
How does this effect graduation rates
Are they required to attend classes after the season?
Are agents invmerchandise?
I'm sure there are many more questions.
 
Several coaches know this going on, but nobody wants to step up and do anything about it. The NIL/transfer portal parameters are so convoluted nobody has an idea of a defined standard which leads to confusion. Lincoln Riley said about the same thing last year. Until the NCAA gets a handle on it and enforces it then it will deteriorate. I am thinking there should be some limit to how many players a school can take a year some where around 6-10 portal players a year.
Maybe, the New AD will loosen the standards on admitting Sophs and freshman through the portal. Lou got 10 partial qualifiers during his tenure. There are some where around 20-25 five star players every year, unfortunately, cut that in half on the recruiting trial because ND requirements are to strict.

Due to the recent shift in college football, resulting in much more power to the players, I think the NCAA will be hesitant to do such a thing in a situation where a player wants to move to another school that he feels is better for him and will enable him to earn more money for his name, image, and likeness.

I think the NCAA is scared as hell to implicate a student athlete nowadays. If they do have the balls, tampering will not slow down until the players themselves are penalized. Which I don’t think will happen. Unless you have a high profile example of a student athlete in season, leveraging his next move between multiple schools while suiting up for his current school. That could piss off the member schools enough that the NCAA does something about it.
 
Well, if i could bet on this in Vegas I would take a team from the SEC for 100.00 to be the first.

While I doubt that the NCAA can limit the number of players leaving a school, I believe that they could limit intake.

To be meaningful it would have to be a single digit !

I agree with your sentiment, but the problem with limiting intake is it will lead to more incentive to tamper as a player due to an effort to get into a school before they fill up. If you're Sam Hartman at Wake Forest and you hear that ND is only taking one QB transfer due to restrictions, odds are you are reaching out more quickly than you otherwise would.

The NCAA created a monster and revoking or restricting transfers would appear to be the only viable solution

Another solution: Mack Brown said he lost a player to another school because of NIL money. Drake Maye was offered 1.5 million to enter the portal., but turned it down. How about no school can contact any player once that player has signed a letter of intent. The Maryland QB was offered an NIL deal from another school, but turned it down. This goes way beyond poaching. This has got to stop. I believe there was a conversation between Rees and Buckner before he hit the portal behind MF’s back.

Kid reaching out isn't tampering.
 
NCAA absolutely needs to put a cap on the portal. 10 is a perfect number.

Not by definition, but an agent, NIL representative, family member, high school coach, etc. reaching out on their behalf is impermissible contact. And it is tampering if the school does not immediately say we can't speak to you until you are in the portal. It is the same thing.
 
I am not talking about a kid reaching out. I am talking about a crowd contacting them to enter the portal. How many times has somebody entered the portal and committed the next day or two.

I agree, I think five prevents a team from loading up in one short year.
