It means he got drafted in the 23rd round, signed a minor league deal, but will still play his Senior season of football at ND.

Is that something new now? amateur in 1 sport while pro in another?

I hope he is insured enough so he can play with the usual abandon and not play cautiously

Not with baseball. It's always been that way. You can get drafted, sign an agreement, but can't play or get paid until football is over.
You have to wait until after your high school class has been out 3 years or sign straight out of high school, in which the you can't play college.

So when you get drafted in high school you can either go pro (no college) or you can go to college & then get redrafted after your third year in college. Tori is three years removed from high school so anybody can draft him.

A lot of college QBs were pro baseball players before playing college football. Chris Weinke for example at FSU was in the minors forever.

I believe the rule is still the same from before that you can be "pro" at anything (sports, office job, military) & still play college sports later, you just have to give up your "profession."

People get confused because the Olympics & AAU had the strict rules in the past. (No longer in the Olympics)
