Where do the SOS numbers come from that the committee looks at? Also, do they look at where the opponent was ranked at the time of the game? Or do they adjust as an opponent improves or regresses? example being USC, which could really boost or SOS if they finish out strong.

Yes. SOS is changing every week. Example...... Had USC lost to Utah, it would have hurt Notre Dame's win against them.
The more Clemson wins even though they beat ND will help because everyone seen how close that game was, on the road, the weather, turnovers, etc.

They are not necessarily looking at third party SOS ratings, like Sagarin, they may be just looking at the schedules and making their own determination.

I don't think they ever give a definitive answer.

My sense (at least if I'm putting on my "committee member hat", which may be a frightening thing, but I digress...) is that they don't look at where the opponent was ranked at the time of the game, but rather, they look at how the opponent has done throughout the whole season and adjusting for certain factors (weather, injuries, etc.).
 
If you read the selection committee website. They remark on SoS. But more in how it acts as a tiebreaker between schools than being a prime way of selecting schools.
