From me:

Any CFB team that plays 10 games vs P5(or Independent) conference opponents, gets to have a 13th game against another P5 opponent. If a divisional winner doesn't have 10 games vs P5 opponents, the best team in that division that meets that criteria, gets the CCG bid.
