That's exactly the point. After the Big Ten and SEC announced their new TV contracts, Jack Swarbrick publicly announced that ND needed to keep up with the Joneses and he did indeed target the Big Ten payouts as the goal of the new NBC/ND contract. So yes, somebody does indeed give a rat’s ass about Big Ten revenue . . . the Notre Dame AD.

Who cares. Notre Dame is its own conference. They are treated by the cfp, and major media as a conference in their own right.
