I've read they are getting close, but it's not a done deal. Would definitely be an upgrade. Here's an interview.
The job is way,way,way more than just recruiting.
TT just had a huge transfer portal class. Apparently TT alums have lots of money, which would make sense. It never really seemed to elevate their program in the past, but now that you can do it legally, maybe they're all like, hell yeah, we'll spend money on NIL. Which is not really ND's bag, at least not raiding the portal for like, 20 guys all at once.
