How do the new recruiting rules affect the Irish?

I'm not sure if the early signing period helps or hurts the Irish. However, limiting each school to the signing of 25 players each year appears to be helpful. The Irish haven't historically over signed players so this rule should not affect them. The effect on some of the other schools, most notably in the SEC, may be significant.

SEC teams will find a way around the limit.
 
I wonder how it will affect recruiting services too. Defining who has the top classes will change dramatically with the early signing period and the 25 player limit.

I think it is great for the recruits to have more options on when to end their recruiting process and good that their school has limits on how many athletes they promise slots to.

Also approved: “individual associated with a prospect” legislation, which would restrict the hiring of coaches or others who are associated with recruits for a two-year period before or after the hire. The rule, which would impact the hiring of high school coaches for support roles on college football staffs, was opposed by some college coaches.

Early signing helps the kids avoid getting the door slammed closed on them by coaches accepting too many commitments and last minute 'cuts' of kids to avoid over signing.
If a coach does not accept a kids signing early then then the kid might be best served by continuing his search or recruitment.
