At this time of year, every service rates the recruiting classes based on projections of player potential. Plus there are always stories about past recruiting busts, or which recruiting class rankings align best with actual playoff results. And further, we always ask who will be the breakout recruits from the lower ranks of ND or other teams.
So that brings me to this question: Does anyone turn recruiting ratings upside down and determine which coach or team does the best in developing the lower rated recruits into stars, the so-called diamonds in the rough? In other words, who are the best recruiters of talent rather than just stars?
For example, 15 of the 32 first round NFL picks in 2018 were rated three stars or lower as high school recruits.
