Which is fine. Nowhere is it written that a school MUST really care about football; must care enough to pour many tens of millions into the program every year. Many excellent schools also kind of care about football. Harvard, Yale, UChicago, etc.
But you can't always have it both ways. You can't refuse to invest in your football programs for decades, AND demand that they forever be included in the top echelon of the sport. If you only care enough to invest FCS levels of money and effort into your football program, then you should expect to compete with other FCS schools.
