I almost threw up ! This bill is a slap in the face for all Americans !

Democrat presidential front runner Joe Biden has largely gone into hiding as the coronavirus crisis ballooned this week.

CBS News reporter Bo Erickson estimated Biden has been seen publicly for about six minutes since last Friday’s disastrous virtual town hall meeting.

In past week @JoeBiden has only had 1 on-camera public address as COVID escalated. (He spoke for ~6 mins on Tuesday from his home.) He also hosted a tele-town hall w/voters, answered Qs on press call & video chatted w/donors.
Everything else has been statements ripping POTUS.

The last public appearance ended awkwardly, when he concluded his remarks, seemed startled by his wife, and then stood on camera for several moments before being called off.

My head hurts knowing that you and some many others think that a wall would have affected this. Additionally the impeachment issue has nothing to do with the response to covid-19.

To answer the Perse's original question in the OP, the CDC and think tanks that study pandemics did map and prepare for a situation like this as they do every year. The biggest gap in the preparation that wasn't accounted for by everyone domestically is the lack of testing. In theory if testing is not an issue, early detection and the ability to limit community spread at the beginning limits harm. In the current case, testing has been and still is a huge factor. Without sufficient testing the doctors and medics have a limited idea of how severe the issue is/was and weren't able to isolate positive tests from the general public early enough. For MER/SARS/H1N1 and the likes in recent history testing has never been an issue. The reason testing is an issue here is disputed and likely to get political depending on your view of the issue with regards to fault attribution.

Additionally as mentioned by others on the thread, disbanding the pandemic response team of the CDC took an already limited entity and cut resources and capabilities. That doesn't help response or preparedness. No logical reason why that cut was made by the white house.
