Because NIL was affirmed by SCOTUS, but they can alter the the regulations related to the Transfer Portal.

What would prudent TP regulations look like ?

Regulate the hell out of it, or it will turn into the rich getting richer with dirty money rolling in.
This will taint the purity of the gave.
The NCAA needs to be replace with D1 board of trustees reps initially to lay the ground work
